Theresa Community Development Block Grant Application Updates

Village of Theresa grant writer Tammy Hampton of Kunkel Engineering updated the village board on the Community Development Block Grant (CDBG) application progress at its meeting on Monday, February 16.


The village plans to apply for the $1 million CDBG grant to help fund the upcoming Highway 175 project in 2027. Previously, the village did not meet the low-to-moderate income (LMI) ratio requirement of above 51% to qualify for the grant. An income survey was conducted at the end of last year to determine an updated LMI ratio.


Hampton shared that the results of the income survey showed an LMI ratio of 63.56%. However, the village cannot apply for the grant until the income surveys and other materials are certified by the CDBG.


“They take about 30 days to review all the information I had to send them,” explained Hampton. “We’re waiting for them to certify the income survey. Once they do that, that gives us the go-ahead to apply to the CDBG program.”


If the surveys are certified, the village must hold a public hearing as part of the application process before May 14.


Board Matters:
• The board discussed granting the Department of Transportation’s request to use Menomonee Street as a detour route during the Highway 175 project. The detour route would be for local traffic, cars, and small trucks only. A motion to approve the use of Menomonee Street was made by Trustee Dave Brandenburg and passed unanimously.
