On Aug. 20, Governor Tony Evers put out a press release announcing over $19.7 million being awarded to 20 small Wisconsin communities; Theresa is one of these communities, as was discussed during the Aug. 24 board meeting.
The Community Development Block Grant (CDBG) is meant to help repair public facilities across communities, such as repairing roads, sidewalks, sewage systems and more. Gov. Evers said in his press release, “Investments like this connect the dots in our communities to fix our main streets, ensure clean safe drinking water, bolster housing and infrastructure, create jobs and provide countless other critical improvements that improve the daily lives of everyone who calls our state home.”
The board accepted the CDBG award during the meeting on Aug. 24, and now the next steps are for them to send all the correct documents to CDBG and prepare a grant agreement, which sets all the conditions needed to receive the grants. This grant does not need to be taken all at once. Instead, it can be taken out in reimbursement segments based on how much and when it is used. One known condition of this grant is that the town will need to match $500,000 of the grant, equaling a total of $1.5 million for select projects. Tammy Hampton of Kunkle Engineering, who was at the meeting, says that currently all of the money is allocated towards the construction of the HIghway 175 Project.
The village is also looking into performing maintenance on the dam in the village. They claim maintenance does not need to be done right away, but needs to be done down the line. They first need approval from the DNR, so they are working on putting a plan together to give to them. More to hopefully be announced at a future meeting.
The board also approved Resolution 2026-13: Authorizing a Loan for Street Improvements, Security Camera Improvements and Electrical Improvements in the amount of $140,000.

Also discussed at the Aug. 24 meeting was updated to Chapter 167: Fee Schedule. The board discussed and approved the changes of some town fees and services. The following changes were made and will be effective after Sept. 3:
Special Assessment Letter changed from $25 to $50
Kennel License changed from $100 to $250
Chicken Permit Application changed from $30 to $35
Erosion Control Appeal/Variance Request changed from $75 plus associated costs to $200 plus Special Meeting and Publication Fees
Erosion Control Citizen Appeal changed from $50 plus 25 signatures to $200 plus 25 signatures
Class A Fermented Malt Beverage changed from $200 to $100
Class B Fermented Malt Beverage changed from $100 statutory maximum to $100
Temporary Class B Fermented Malt Beverages changed from $15 to $50
Fermented Malt Beverage Wholesaler changed from $25 to $50
Class A and Class B Intoxicating Liquor changed from $$200 to $300
Operator License - One Year changed from $30 plus background fee to $55 including background check
Beer Garden Permit changed from $30 to $35
Nonmetallic Mining-Public Hearing changed to include special meeting and publication fees
Use of Village Park changed from $10 to no charge unless using electricity, then $35
Archery Permit changed from $25 to $35
